Planning and Zoning


The city staffs a Planning & Development Department under Community Development.  The Planning and Zoning Commission is a group of citizens who advise the City Council (with direction from planning staff) on how to interpret various city Zoning codes.   This group often works with people who live in Columbia and surrounding areas to gather input of what Columbia should look like.  


How do decisions get made? We encourage you to begin with the City's Comprehensive Plan entitled Columbia Imagined 
It was adopted in 2013 and came out of the City's Visioning Process. In a short time, this living document will be updated and YOUR voice will be needed to assure the City fills in the blanks of what works for all of us.

The Comp Plan is a guiding document that determines community goals and aspirations in terms of community development. The Comp Plan both expresses and regulates public policies on transportation, utilities, land use, recreation and housing.
